During its first three years of second implementation phase, NESP II supported BEEC adoption activities at state-level. In addition, NESP supported private building developers with the implementation of the BEEC in their building design and construction, to achieve and demonstrate energy efficiency (EE). Part of the support included technical assistance with the development of energy efficient building designs which shall also serve as pilot projects to demonstrate the use/feasibility of EE and renewable energy (RE) materials, equipment and technologies in the Nigerian building sector (during NESP II Extension).
To build up on past achievements, NESPs Unit on Enabling Environment for RE and EE Investments seeks a contractor to provide technical and advisory services to states in Nigeria as well as the private sector on the definition and activation of energy efficiency within the building and construction sector. Tasks include developing a technical study and recommendations to improve the current BEEC requirements; provide further support to scale up pilot EE housing projects through technical proposals advisory for access to finance for the private sector; and development of a web/mobile tool for easy compliance check of building designs. In addition, the contractor shall support with hands-on trainings and certifications (within the local context) on EE-related topics and also support activities targeting the legislation of the BEEC bill aimed at mandating the implementation of the BEEC in subsequent building designs.
All activities should consider adaptation to the COVID-19 restrictions for travel and physical activity. Planning meetings, missions and planned activities shall be carried out both physically and virtually, depending on the specific tasks. The contractor is expected to provide innovative strategies for project implementation.
